Global Education System - GES
The further development of society depends on fundamental decisions and in particular of Global Problems. Global problems have the important value in life of all mankind. Everyone, be he the scientist, the businessman, the politics, should reveal seriously above the further destiny of our joint residing on our planet. Global problems began to be solved the United Nations Organization in key directions of ability to live of the Person and the Society
For the decision of global problems the specialists must have fundamental grounding in many areas of a science, techniques, and humanitarian disciplines in a complex. The connoisseurs should possess the creative approach and bring original decisions in global problems. It is impossible to be limited to standard training on the PhD at common university (the USA, Europe). The professionals should improve the knowledge during all creative life. Three events have affected formation of the GES: Fundamental Researches on the global problems in 1959-1974; Researches on problems of Informatization of a society and the education in 1975- 1992; The positive attitude of Secretary of the United Nations to the Global Education system and creating the special commission on formation of the program of preparation of doctors and grand doctors of philosophy. http://www.widu.us/short_story__the_iia
Project Global Education System assumes transition from the current three-level system of higher education with award of degrees BS, MS, PhD to a four-level system with degrees BS, MS, PhD, and Grand PhD, which would be the highest scientific degree with the status of "Grand Doctor of Philosophy (Grand PhD)" being offered to outstanding scientists . This structure has passed a test in 1993-97 and was licensed in 1998 and entered into the charter of Academy AEI in 1999.
To receive the INTERNATIONAL degree of PhD from the WIDU it is necessary to have the NATIONAL degree of PhD, to publish 15-20 scientific papers, to find an original solution of some problem, to prepare an original thesis.
The Degree of Grand Doctor of Philosophy is awarded to the Doctor of Philosophy, having more than 100 scientific works, three monographs and taking part in preparation of 10-20 Doctors of Philosophy. This is why it is necessary to look for outstanding persons having experience in the decision of global problems.
The primary goal of the AEI and the WIDU is to achieve the world recognition 4-level Education system (bachelor - MS-PhD-Grand PhD) in comparison with 3-level (bachelor - MS-PhD). Last, unfortunately, dominates all over the world.
One of ways of recognition 4-level Education systems (bachelor - MS-PhD-Grand PhD) is the conclusion of the agreement on recognition (accreditation) between two universities or the organizations.
Agreements with 90 universities other organizations are signed. The World Information Distributed University - WIDU and the European Informatization Academy - A.E.I. in the status of the international organizations have the state accreditation in Armenia, in Mongolia, at a level of republics and areas in Russia: the Tatarstan Republic, the Chechen Republic and the Penza area, signed by Ministers of science and education and Governors.

To receive the degree of Grand PhD, it is necessary to have the degree of PhD of WIDU, to publish more than 100 scientific papers, 2-3 monographs, to take part in training of 10-20 PhD, to take part in solving of global problem as a supervisor. It requires 5-10 years.
The WIDU awards the highest degrees of International PhD and the Grand PhD as honorary, non-academic, "Scientific Awards" to certain, qualifying scientist, renowned leaders, directors, and rectors of universities and related institutions. These titles are bestowed without payment, on a gratis basis, only to highly recognized and deserving individuals that have demonstrated world influence and contributions at a post-doctorate level.
Doctor's Committees to train experts for Ph.D., and Grand Ph.D
The European Academy of Informatisation - EAI, created by Royal Decree in Belgium, have proposed a project of GLOBAL EDUCATION SYSTEM - GES to train experts and top-experts to solve Global problems. [ 1 ] The GES is the world nongovermmental charitable organization.
To solve Global Problems it is necessary to have a profound knowledge in many fields of science, technology, humanities.
It is suggested a two stage's training of experts. At first the expert is trained to have a fundamental knowledge in some specialized field and he is graduated for the Degree of Doctor of Philosophy - Ph.D.
Then expert, having the Ph.D., has possibility to obtain a thorough knowledge in many fields and to be awarded the degree of GRAND DOCTOR OF PHILOSOPHY - Grand Ph.D.
Grand Ph.D. s thesis involves extensive, in-depth research and original approach to the solution of global problem, having Supreme importance for the World Community.
As a rule, a Candidate for the Grand Ph.D. had to have more than one hundred scientific articles, three or more monographs and take part in training of 10 - 20 experts for the Ph.D.
The GES concentrates its attention to involve, as a members of Doctor's Committee, the Outstanding persons being able to Solve global problems, to train experts for the Ph.D. and Grand Ph.D.
The Doctor's Committee is a kernel of International University of Global Problems. [ 2 ]
Doctor's Committee is formed by the Senate of any University of Global Problem -UGR logging on the World Information Distributed University - WIDU. To every expert his own Doctor's Committee is approved by President of this UGP.
Doctor's Committee consists of 5 - 9 eminent scientists, having the Grand Ph.D. and representing various countries of the World.
Doctor's Committee is endowed with a plenipotentiary power to train, examine experts, confer the Degrees of Ph.D. (Grand Ph.D.) on them. Decision to award some expert the Degree of Grand Ph.D. (Ph.D.) is final. Nobody can revoke it. This decision is utilized by authorities of the UGP and WIDU to prepare and sign Diplomas and Certificates.
The authorities of Universities have no right and possibility to influence on a decision of Doctor's Committee. They only carry out a formal work: preparing and signing of Diplomas and Certificates, a registering and validating in any country of the World.
Doctor's Committee takes a full responsibility for the training, conferring a rank and grading of experts.
If some Doctor's Committee breaches of confidence of world society and reaches an unscrupulous decision to graduate any unmerited expert, the members of Doctor's Committee will be deprived of Rights to take part in work of any Doctor's Committee once and for all.
If the world society trusted in institution of Doctor's Committees, the Problem of recognition of grade documents would be solved simply.

International Universities of Global Problems
Global Problems are very complicated. It is not possible to decompose any global problem into its component parts, which are not connected or they have "weak" links with each other. Such problem has to be solved as one and indivisible.
For solving of global problem it is necessary to have experts with a basic knowledge in many fields of science and technology. It is obvious that in this case it is expedient to allocate two stages during training of experts for solving of global problems.
The expert has to obtain a knowledge in specialized field and to be awarded the Degree of the Ph.D. He has to obtain a thorough knowledge in many fields and to be awarded the Degree of the Grand Ph.D.
To train experts for the Ph.D. and the Grand Ph.D. it is suggested a new type of educational body - the University of Global Problems - UGP.
Those Universities are constructed on the principle of "distributed enterprise or distributed institution" and by type of Plato's Academy.
Distributed Institution is an aggregate of operator's positions disposed in the far distance and connected together with help of means of communication.
The operator's position is a computing system, adopted for processing, storage and exchange of information. The operator's position is adjusted to a want of user and it is his private property. Operator's positions are connected by a communication system.
The communication system may be the Internet on the first stage, which is adapted to fulfill the pair exchanges. On second stage it may be used the Distributed Computing System, which fulfills the pair and system [ or group ] exchanges. As a technology will be perfected the operator's positions will; be portable and the distributed institution will be converted into a mobile distributed computing system.
The system of exchanging of information or the communication system is a property of all users or of some company.
The model of distributed institution is built on the principles:
- of homogeneity of its elements and its links,
- of variability of its logical structure,
- of parallel methods of exchange and processing of information.
So then the FIRST peculiarity of University of Global Problems is an utilization of the model of distributed institution as a basis for a technical implementation.
The SECOND more important peculiarity of those Universities consists in an application of model of Platon Academy.
Orientation toward using of outstanding scientists, prominent scholars, well-known public figures, enlisting the services of progressive owners and using of model of distributed institution is a real foundation to create the universities for training of experts to solve global problems. The University of Global Problems as a kernel of Global Education System does not enter any contradiction with existing Universities.
The outline of training of experts named "from top to bottom"is accepted as a basis in the UGP. The outstanding persons participated in solving of global problems help to train experts for the Degree of the Grand Ph.D. Then professors having the Grand Ph.D. degree train experts for the Ph.D. and at last professors with Ph.D. degree train experts for the M.S.
The using of model of the UGP in a System of Education gives an essential saving of expense. The value of capital investment is determined by cost of the professor operator's position and by the cost of employee operator's positions, number of the last is essentially smaller by comparison with the ordinary universities. The UGP does not need of university's buildings, of laboratories, of library's buildings, of university's hostels. The cost of expense to pay a salary is also cut down.
In case of using of the UGP it should be expected the large-scale increase of the effectiveness in training of experts to solve global problems, because of presence of possibility to enlist the service of professors with the Grand Ph.D. , accumulated the experience to solve the global problems . The distributed structure of the UGP permits to connect up the operator's position of every outstanding person, who wishes to take part in training of experts for solving of global problems.
