Global Education System - GES
The further development of society depends on fundamental decisions and in particular of Global Problems. Global problems have the important value in life of all mankind. Everyone, be he the scientist, the businessman, the politics, should reveal seriously above the further destiny of our joint residing on our planet. Global problems began to be solved the United Nations Organization in key directions of ability to live of the Person and the Society
For the decision of global problems the specialists must have fundamental grounding in many areas of a science, techniques, and humanitarian disciplines in a complex. The connoisseurs should possess the creative approach and bring original decisions in global problems. It is impossible to be limited to standard training on the PhD at common university (the USA, Europe). The professionals should improve the knowledge during all creative life. Three events have affected formation of the GES: Fundamental Researches on the global problems in 1959-1974; Researches on problems of Informatization of a society and the education in 1975- 1992; The positive attitude of Secretary of the United Nations to the Global Education system and creating the special commission on formation of the program of preparation of doctors and grand doctors of philosophy. http://www.widu.us/short_story__the_iia
Project Global Education System assumes transition from the current three-level system of higher education with award of degrees BS, MS, PhD to a four-level system with degrees BS, MS, PhD, and Grand PhD, which would be the highest scientific degree with the status of "Grand Doctor of Philosophy (Grand PhD)" being offered to outstanding scientists . This structure has passed a test in 1993-97 and was licensed in 1998 and entered into the charter of Academy AEI in 1999.
To receive the INTERNATIONAL degree of PhD from the WIDU it is necessary to have the NATIONAL degree of PhD, to publish 15-20 scientific papers, to find an original solution of some problem, to prepare an original thesis.
The Degree of Grand Doctor of Philosophy is awarded to the Doctor of Philosophy, having more than 100 scientific works, three monographs and taking part in preparation of 10-20 Doctors of Philosophy. This is why it is necessary to look for outstanding persons having experience in the decision of global problems.
The primary goal of the AEI and the WIDU is to achieve the world recognition 4-level Education system (bachelor - MS-PhD-Grand PhD) in comparison with 3-level (bachelor - MS-PhD). Last, unfortunately, dominates all over the world.
One of ways of recognition 4-level Education systems (bachelor - MS-PhD-Grand PhD) is the conclusion of the agreement on recognition (accreditation) between two universities or the organizations.
Agreements with 90 universities other organizations are signed. The World Information Distributed University - WIDU and the European Informatization Academy - A.E.I. in the status of the international organizations have the state accreditation in Armenia, in Mongolia, at a level of republics and areas in Russia: the Tatarstan Republic, the Chechen Republic and the Penza area, signed by Ministers of science and education and Governors.

Appeal to outstanding scientists and professors of Europe and America.
Scientists and experts of World Information Distributed University-WIDU and European Academy of Informatization-AEI (Belgium) ask you to take part in a project of Global Education System-GES. In connection with a requirement of the society for solving of Global problems, it is necessary to pass from a three-level education system with degrees of BS, MS, Ph. D to four-level system with degrees of BS, MS, Ph. D and Grand Ph. D. The expert in Global problems has to be thinking originally and had fundamental training in many areas of a science, technique, and humanitarian disciplines in a complex. With this purpose, scientists of WIDU have suggested to insert the highest scientific degree of Grand Doctor of Philosophy-Grand Ph. D. and create a superstructure to a common education system
The WIDU tested the degree of Grand Ph. D in 1993-97, licensed it in 1998 and entered this one into the charter of Academy AEI in 2000. The scientists applying for award of degree of Grand Ph. D should have the degree Ph. D officially recognized in the country or in the countries of Europe and America. Such scientists have the right to award of an honorable scientific degree of the international doctor of philosophy (International Ph. D) or Grand Ph. D on global problems from the WIDU.
For awarding the degree of International Ph. D, the expert should take part in the decision of one of global problems and demonstrate an originality of thinking and the creative approach at the publication of 15-20 scientific works, and defend the dissertation on an original theme. The expert, who has100 scientific works, more than three monographs and took part in training of 10-20 doctors of philosophy, will able to award the degree of the grand doctor of philosophy. One of the major problems is the recognition of system GE S at the international level. This system is a superstructure to existing three-level education systems and can enter upon a stage by stage. At the first stage, the addition of GES to the three-level system allows to combine official accreditation of any university at level of Ph. D with award of honorable scientific degree of International Ph. D or Grand Ph. D from the WIDU.
At the second stage, after the conclusion of the agreement on accreditation and recognition of GES between any universities and the WIDU, it is possible to enter upon the four-level education system with degrees BS, MS, Ph. D, and Grand Ph. D, recognized by these organizations. After the conclusion of the agreement on accreditation and recognition GES between the government of any country (group of the countries) and the WIDU, it is possible to enter upon the four -level education system with degrees BS, MS, Ph. D, Grand Ph. D, recognized as this country or all countries of Europe and America. For last time, the agreements on accreditation and recognition of GES have signed about 1000 universities and the organizations.. The WIDU has signed the agreements with two governments. . The management of a global Education system addresses to scientists, experts, inventors, politicians, public figures, to businesspersons with the offer to support and join to Global Education System-GES.

В связи с потребностью общества в решении Глобальных проблем, проект GES предполагает переход от трехуровневой системы образования с присуждением степеней BS,MS, Ph.D к четырехуровневой системе со степенями BS, MS, Ph.D, Grand Ph.D. Для решения Глобальных проблем необходимо, чтобы специалист умел оригинально мыслить и имел фундаментальную подготовку во многих областях науки, техники, гуманитарных дисциплин в комплексе. С этой целью ученые WIDU предложили ввести высшую научную степень Grand Doctor of Philosophy -Grand Ph.D .
Эта степень прошла апробацию в 1993-97 годах, лицензирована в 1998 и введена в устав Академии AEI. Ученые , претендующие на присуждение степени Grand Ph.D должны иметь степень Ph.D, официально признаваемую в своей стране или в странах Европы и Америки. Такие ученые, по их желанию, имеют право на присуждение почетной научной степени международного доктора философии (International Ph.D) или Grand Ph.D по глобальным проблемам от имени WIDU .
Для присуждения степени International Ph.D ,специалист должен принять участие в решении одной из глобальных проблем и проявить оригинальность мышления и творческий подход при публикации 15-20 научных работ, и защитить диссертацию на оригинальную тему. Степень гранд доктора философии может быть присуждена международному доктору философии по глобальным проблемам, имеющему более 100 научных работ более трех монографий и принимавшему участи е в подготовке 10-20 докторов философии.
Одной из важнейших проблем является признание системы GE S на международном уровне. Эта система является надстройкой к существующим трехуровневым системам образования и может вводиться поэтапно. В качестве первого этапа , добавление GES к трехуровневой системе позволяет сочетать официальную аккредитацию любого университета на уровне Ph.D с присуждением почетной научной степени International Ph.D) или Grand Ph.D от имени WIDU. На втором этапе, после заключения соглашения об аккредитации и признании GES между какими-либо университетами и WIDU можно вводить четырехуровневую систему образования со степенями BS, MS, Ph.D, Grand Ph.D , признаваемую этими организациями. После заключения соглашения об аккредитации и признании GES между правительством какой-либо страны (группы стран) и WIDU можно вводить четырехуровневую систему образования со степенями BS, MS, Ph.D, Grand Ph.D , признаваемую этой страной или всеми странами Европы и Америки. За последние годы соглашения об аккредитации и признании GES подписали около 1000 университетов и организаций, в том числе подписано соглашение с двумя правительствами. . .
